The network was created in 1992, against the backdrop of a growing number of projects and cohesion in the European Union. It brought together maritime cities with similar social-economic profiles, ready to share their experience and know-how to support territorial development.

By promoting the expression of forms of excellence and territorial complementarity of the partner cities and fostering the convergence with other networks (CVAA, CRPM, AFCCRE, etc.), they enhance the challenge of harmonious, polycentric and balanced development of the EU's territories.
